According to the budget implementation results for the first nine months of 2025, 2 billion 567.5 million manats from the state budget were spent on the restoration and reconstruction of liberated territories, the Ministry of Finance told APA-Economics. It is noted that the majority of the allocated funds were directed toward infrastructure projects.

In the first nine months of this year, total spending for these purposes amounted to 2 billion 234.8 million manats.

Expenditures on demining the territories amounted to 41 million manats.

Spending on the reconstruction and restoration of territories liberated from occupation in 2026–2029 is projected at 13.5 billion manats, or 23.5% of capital expenditures. According to AZERTAC, this is reflected in the Medium-Term Budget Framework published by the Ministry of Finance for the next four years.
