The Secretariat of the Energy Community has published its 2025 Compliance Report.
The report on the implementation of the 2025 plan shows that the region continues, in accordance with EU legislation, the accelerated integration of energy markets, the completion of electricity market coupling, the promotion of cross-border trade in renewable energy, the elimination of bottlenecks in gas flows, the synchronization of energy infrastructure development, and the gradual harmonization of carbon pricing mechanisms.
Overall, the integration of the Energy Community stands at 53%.
Moldova has made the most progress in this process, rising eight points compared to last year to reach 74%. Serbia shows the best results in the Western Balkans, increasing from 55% to 63%. Last year, it also held the top position. Bosnia and Herzegovina remains at the lowest level, falling four points to 26%.
Montenegro and North Macedonia slightly improved their performance, reaching 53%, which corresponds to the average level in the Energy Community. Kosovo* saw its performance drop to 46%, while Albania remained at 50%.
North Macedonia, with a score of 61%, leads the Western Balkans in the market and integration segment. Serbia has achieved the highest level in the Energy Community for energy sector decarbonization — 83%.
